Chlorine is the disinfectant most people picture. Chloramine is chlorine combined with ammonia. EPA describes it as a weaker disinfectant than chlorine but more stable, used not as the primary disinfectant but “for maintaining a disinfectant residual in the distribution system.”

That stability is the whole point, and it is also why the household advice that works for one fails for the other.

The trick that stops working

Leave a jug of chlorinated water on the counter and the chlorine largely goes. Boil it and the same happens faster. This is the most repeated piece of water advice on the internet.

EPA is explicit that it does not transfer:

Chloramines, like chlorine, are toxic to fish and amphibians at levels used for drinking water. Unlike chlorine, chloramines do not rapidly dissipate on standing. Neither do they dissipate by boiling.

So on a chloramine system, the jug on the counter is doing close to nothing, and the fish tank that was fine under chlorine is now a problem that needs neutralising rather than standing.

The certification distinction that decides the purchase

NSF lists the contaminant claims available under NSF/ANSI 42 as chlorine, taste and odour, chloramine, particulate, iron, manganese, zinc and total dissolved solids.

Chlorine and chloramine are separate claims. And under NSF/ANSI 42 and 53, certification claims vary by product — a system certified to a standard is not certified against everything in it.

Put those together and you get the sentence that should govern the money:

A filter certified for chlorine reduction establishes nothing about chloramine.

This is the same per-claim rule that governs every NSF standard, and it bites harder here than almost anywhere, because the two words look interchangeable on a box and are not.

What the 4.0 mg/L limit is actually for

EPA sets a Maximum Residual Disinfectant Level of 4.0 mg/L as Cl₂ for both chlorine and chloramines, listing eye and nose irritation and stomach discomfort as noticeable effects, with anemia additionally for chloramines.

Read what that number is. It is a ceiling on something deliberately added to keep the water safe, not a contaminant to be driven to zero. EPA Region 9 states the reasoning plainly: the concern “is not from their toxicity, but to assure adequate control of the disinfection byproducts.”

TTHM, HAA5, and the number that is an average

EPA limits total trihalomethanes to 0.080 mg/L and the five haloacetic acids to 0.060 mg/L, both on health grounds.

Which explains the switch many utilities made. Because chloramine reacts less with organic material, it “produces substantially lower concentrations of disinfection byproducts” — and, counter to the usual complaint, EPA notes systems on chloramine tend to see fewer taste and odour complaints.

Choose a carbon filter with a chlorine claim if

  • Your Consumer Confidence Report names chlorine as the residual disinfectant.
  • The complaint is taste or smell at the drinking tap.
  • You want the lowest-cost correct answer, because almost every activated carbon filter carries this claim.

Choose a filter certified for chloramine if

  • Your utility uses chloramine, which the annual report states.
  • The certification names chloramine specifically. Chlorine and chloramine are separate claims under NSF/ANSI 42.
  • You have tried standing or boiling and nothing changed, which is what EPA says to expect.

Choose hardware rather than filtration if

  • Black or greasy particles are appearing from washing machine or heater hoses. EPA attributes that to chloramine degrading rubber, so replacement parts rated for chloramine end it.
  • The only problem is an aquarium or pond, where a neutralising product treats the water you actually use.

Choose to do nothing if

  • You are on a private well. There is no disinfectant residual to remove.
  • The taste does not bother you and your byproduct figures sit below the limits. The residual is doing a job in your plumbing.

Mistakes that cost the most money

Assuming the jug trick works. On chloramine, EPA says it does not dissipate on standing or by boiling. This is the most common wasted effort in the category.

Buying a chlorine filter for chloramine water. They are separate NSF/ANSI 42 claims. The badge does not carry across.

Treating the whole house to fix a drinking taste. The residual is protecting the water in your own plumbing. Removing it everywhere costs more and gives up that protection to solve a problem that lives at one tap.

Reading 4.0 mg/L as a danger threshold. It caps a deliberate additive, and EPA states the concern behind it is byproduct control.

Blaming the water for black particles. EPA attributes those to chloramine degrading rubber hoses and gaskets. The fix is hardware, not filtration.

Assuming chloramine tastes worse. EPA reports systems switching to it generally see fewer taste and odour complaints, because it reacts less with organics.

Three situations, and what changes

You want better-tasting drinking water. Point-of-use carbon at the kitchen tap, with the claim matched to your disinfectant. Cheapest correct answer in the category.

You keep an aquarium or pond. The disinfectant type decides the method entirely. Chlorine can be stood out; chloramine must be neutralised or removed, and EPA says so directly.

You are seeing black particles or failing hoses. That is a material compatibility problem with chloramine, not a contamination event. Replace with chloramine-rated parts and the symptom ends.

The objections worth answering

“Isn’t any chlorine in my water bad?” It is there on purpose, and it is what keeps the water microbiologically safe between the treatment plant and your tap. EPA’s limit exists to control byproducts, not because the residual itself is the hazard at those levels.

“My city switched to chloramine and now my water is worse.” EPA’s data point runs the other way — systems on chloramine generally report fewer taste complaints. Individual perception genuinely varies, and that does not make the aggregate finding wrong or your experience invalid.

“Should I just use bottled water?” It replaces a recurring cost with a larger recurring cost, and gives up a residual disinfectant you are already paying for. A tap filter matched to the right claim is cheaper per litre by a wide margin.
