What the report is, and when it comes
EPA requires community water systems to deliver a Consumer Confidence Report — an annual drinking water quality report — to their customers each year by July 1.
It is the only routine, free, system-specific water quality information most households ever receive. It is also written to a compliance template, which is why it can be simultaneously accurate and reassuring beyond what the data supports.
Four columns carry the meaning.
The four columns

A fifth appears for some contaminants. A Treatment Technique is “a required process intended to reduce the level of a contaminant.” Where one applies, compliance is judged on whether the process was performed, so there may be no concentration to compare at all.
The gap that makes reports read better than they are
Look at the two limits together. Below the MCLG there is no known or expected risk. Above the MCL the system is in violation.
Between them is a legal band where a system passes while exceeding the health goal. Nothing in the report flags that band, because nothing is wrong in compliance terms.
For most contaminants that band is narrow. For lead it is the entire range, because EPA sets the MCLG for lead at zero — “there is no safe level of exposure to lead.” Any lead detection at all sits above the health goal while remaining perfectly compliant.
Three things the report will not tell you
Health effects, unless there was a violation. EPA requires “the potential health effects of any contaminant detected in violation of an EPA health standard.” Detected but compliant means a bare number and no context.
What comes out of your tap. Sampling is taken at selected sites and reported system-wide. Lead in particular is usually picked up in the service line or your own plumbing, downstream of everything the utility measures.
Anything unregulated. The report lists regulated contaminants. A substance without a federal standard may not appear. PFAS is the live example — systems have until 2027 to complete initial monitoring, so a silent report today reflects an absent test.
Two useful things it does tell you
The disinfectant. Chlorine or chloramine will be named in the disinfectant residual row, measured against a 4.0 mg/L MRDL. That single fact decides which filter claim you need.

Choose to act on the report if
- The Violation column says Yes for anything.
- Lead appears at any concentration, because the health goal is zero.
- The disinfectant row names chloramine and you were about to buy a chlorine filter.
Choose to test your own water if
- You want a number for your tap rather than for the system.
- Lead is the concern. The report cannot see your service line or your plumbing.
- You rent, or are on a well, and no report reaches you at all.
Choose to do nothing if
- Everything sits below both the MCL and the MCLG, and the Range shows the maximum was not an outlier.
- The contaminants you care about are listed, detected at zero or not detected.
Mistakes that cost the most money
Reading “no violations” as “nothing detected.” They are different statements. Compliance is a comparison against the MCL, not against zero.
Treating “Your Water” as your tap. It is the highest system-wide sample. It is neither your kitchen nor an average.
Assuming a missing contaminant is an absent one. The report covers regulated substances that were monitored. Silence is not evidence.
Ignoring the Range. A high headline with a much lower range means one outlying sample, not a persistent condition.
Buying treatment before reading it. The report names your disinfectant and your regulated detections for free. Buying first means guessing at both.
Skipping it because you rent. You are not sent one, but the system still publishes it and the information is still about your water.
Three situations, and what changes
You own your home and receive the report. Read it against both limits, note the disinfectant, and treat at the tap for anything the report structurally cannot see.
You rent and receive nothing. EPA states directly that you will not get a CCR if you do not pay the water bill. Ask the building manager or find the system’s published report — the water is the same.
You are on a private well. No report exists and none is coming. Everything here is a reason to test; nobody is sampling on your behalf.
The objections worth answering
“It says the water meets all federal standards, so it is safe.” It means no enforceable limit was exceeded. For contaminants whose health goal is below the limit, and for lead where the goal is zero, compliant and ideal are different findings.
“This is a marketing document.” It is a compliance document with a legally required content list, which is why it is dry rather than reassuring by design. The limits of it are structural, not dishonest.
“Twenty minutes for a leaflet?” It tells you your disinfectant, your regulated detections, your source, and whether a lead line serves your area. Buying a filter without those four things is guessing.
Who this is for
Anyone on a municipal supply who has received an annual water quality report and wants to read it accurately — and renters who never receive one and did not know they could look it up.
What to do with it
Find the disinfectant row, find any contaminant with a Yes in the Violation column, then check every detection against the MCLG rather than only the MCL.
Three passes, twenty minutes, once a year. Of every source of water quality information available to a household, this is the one you have already paid for.
