Why this one line is different
Most of a water report describes long-term risk. Nitrate does not.
EPA says so itself. Its Chemical Contaminant Rules exist to reduce “chronic, or long-term, risks” — cancer, organ damage, nervous system disorders. Then a separate sentence: “There is an acute health risk from nitrate and nitrite.”
They are, in EPA’s words, the only acute inorganic contaminants regulated under those rules.
The condition can develop “rapidly over a period of days.”
The regulation agrees
You can see the distinction in the rulebook rather than the brochure.
Under 40 CFR §141.202, a nitrate or nitrite MCL violation requires a Tier 1 public notice — the category reserved for risks from short-term exposure, with notice “no later than 24 hours.”
Nine categories sit in Tier 1. Eight are microbial, a chlorine dioxide residual limit, turbidity or treatment failures, or waterborne emergencies.
Nitrate is the only chemical contaminant MCL in the list.

A Tier 3 notice may arrive stapled to your annual report. A Tier 1 notice arrives by radio, television, posting or hand delivery.
The 24-hour clock starts before the violation is confirmed
A detail worth knowing, because it shows how the rule is built.
If a first sample shows an exceedance, the system must take a confirmation sample within 24 hours. Failing to take it is itself a Tier 1 trigger — the same category as the violation.
So a utility cannot wait and re-test quietly. The clock runs on the first result.

The limit and the goal are the same number
EPA sets nitrate at 10 mg/L as nitrogen, and nitrite at 1 mg/L.
For most contaminants the health goal sits below the enforceable limit, or at zero for carcinogens. Not here.

EPA judged the limit achievable at the health goal rather than as a compromise.
One caution on units. Penn State Extension notes nitrate is reported two ways: 10 mg/L as nitrate-N, or 45 mg/L as nitrate. Same water, different number.
Where it comes from
USGS states nitrate is the most common form of fixed nitrogen in water, and that “the majority is often from farming runoff.”
It also enters from septic tanks and sewage, from erosion of natural deposits, and from the air — more than 5 million tons of nitrogen deposited across the United States each year.
Which is why nitrate is a regional problem. Agricultural groundwater systems carry it; most surface-water systems in cities do not.
What actually removes it
This is where nitrate separates from nearly everything else on your report.
NSF offers a nitrate and nitrite reduction claim under NSF/ANSI 58 only. No such claim exists under NSF/ANSI 42 or NSF/ANSI 53, the carbon standards.

The absence of a carbon claim does not prove carbon cannot reduce nitrate. It means there is no claim under which a carbon product could be certified for it.

Two mistakes that make it worse
Boiling. Minnesota Department of Health states plainly that boiling does not remove nitrate and makes it more concentrated. Water leaves as steam; the nitrate stays.

Assuming a percentage is enough. Reverse osmosis rejects a share of what arrives, so your starting figure decides the result.

The decision framework
1. Read the nitrate line, and check the units
10 mg/L as nitrate-N and 45 mg/L as nitrate are the same water. Confirm which your report uses before reacting.
2. If it is under the limit, stop
The utility is compliant and no product decision follows. Nitrate is not a contaminant that accumulates in your plumbing the way lead does.
3. If you were never notified, that is information
A violation would have reached you within 24 hours by law. Silence and a compliant report are consistent.
4. If you are treating it, the technology is decided
Reverse osmosis, under a sink, with its own tap. Carbon has no certified claim and there is no whole-house option.

5. Bring your own number to the rejection rate
A percentage device applied to a high feed can still leave you over. Match the system to the figure on your report, not to the contaminant name.

Choose to treat if
- Your report shows nitrate at or near 10 mg/L as nitrogen.
- An infant under six months drinks the water, or formula is made with it, and the figure is not comfortably below the limit.
Choose to wait if
- The figure is well under the limit and your system draws from surface water in a city. Nitrate is largely an agricultural groundwater problem.
Choose to do nothing if
- The report is compliant, no notice has arrived, and nobody in the household is in the acute risk group.

Mistakes that cost the most money
Boiling to make it safe. It concentrates nitrate. This is the single most harmful response to a nitrate concern.
Buying a carbon filter for nitrate. No certified claim exists under either carbon standard, so nothing on the market has listed nitrate performance in that form.
Buying whole-house. There is no certified point-of-entry nitrate product at all.
Ignoring the units. A report reading 45 is not necessarily four times the limit. It may be the same water expressed as nitrate rather than nitrate-N.
Assuming reverse osmosis is automatically enough. It rejects a percentage. From a high enough feed, a good rejection rate still lands over the limit.
Treating a compliant figure as urgent. The health goal equals the enforceable limit, so a compliant result is measured against the health figure itself.
Three situations, and what changes
A city on surface water, nitrate at 1.2 mg/L. Well under the limit and consistent with USGS’s point that nitrate is mostly an agricultural runoff problem. Nothing here justifies a purchase, and a salesman raising blue baby syndrome has no number to point at.
A farming-county system, nitrate at 8.9 mg/L. Compliant, and close enough that next year’s report is worth reading. If an infant drinks the water, this is the case where an under-sink reverse osmosis system earns its cost. Check the rejection rate against 8.9 rather than against the contaminant name.
A Tier 1 notice on the radio. The rule worked. Follow the utility’s instruction, which will tell you not to boil, and use bottled water for infant formula until the notice is lifted. This is the one contaminant where a same-week response actually matters.
The objections worth answering
“Every contaminant is dangerous, why single this one out.” EPA singles it out. Its chemical rules address chronic risk; nitrate and nitrite are named as the only acute inorganic exceptions, and the notification rule follows suit.
“Surely a good filter handles it.” A good filter certified for nitrate does. That is 84 models under one standard, all under-sink. Carbon has no claim to hold.
“I boil the water, so it’s fine.” Boiling raises the nitrate concentration. MDH states this directly. It addresses microbes, which is a different problem.
“My report says 45, so I’m way over.” Check the unit. Penn State Extension notes 10 mg/L as nitrate-N and 45 mg/L as nitrate describe the same standard.
“It’s under the limit, so there is no risk at all.” The limit equals the health goal, which is stronger than most. MDH separately describes emerging science on long-term exposure below the standard, and that work is ongoing.
Who this is for
Households on a public water system who have found a nitrate figure on their annual report, and anyone in an agricultural area deciding whether it warrants treatment.
It matters most where an infant under six months drinks the water or formula is made with it.
Private wells are the harder case, with no monitoring and no notification duty.
What to settle first
Is my figure measured as nitrate-N or as nitrate, and is anyone in the acute risk group?
