The rule changed, and two parts of it are yours to use
EPA’s Lead and Copper Rule Improvements lowered the lead action level from 15 to 10 micrograms per litre, and require the vast majority of water systems to replace lead service lines within 10 years. EPA puts the scale at up to 9 million homes and businesses still connected through legacy lead pipes.
Most coverage stops there, because the rest is about utilities. Two provisions are directly actionable by a household, and they are the reason to read on.
Your utility must publish its inventory. Water systems are required to make their lead service line inventory and replacement plans available to the public. That means you can look up whether a lead line serves your address rather than guessing from the age of the house.
After repeated exceedances, your utility must supply filters. Systems with multiple exceedances of the action level are required to “make filters that are certified to reduce lead available to all consumers”, alongside continued treatment adjustment and outreach. Most people in affected systems do not know this exists.
Where the lead is actually coming from
EPA is specific about the ranking. Where a home has a lead service line connecting it to the water main, “these pipes are typically the most significant source of lead in the water.” Lead pipes are more likely in older cities and in homes built before 1986, the year new lead pipe installation was banned.
Without a lead service line, the common problem shifts to brass or chrome-plated brass faucets and plumbing with lead solder.

Which is where a legal definition catches people out. Under the Safe Drinking Water Act, “lead free” means a weighted average of 0.25 percent lead across the wetted surfaces of pipes, fittings and fixtures, and 0.2 percent for solder and flux.
Lead free is a threshold, not an absence. A fully compliant fixture can still contribute lead to the water standing in it overnight.
Corrosion is what mobilises it. EPA notes lead dissolves into water that “has high acidity or low mineral content” — the same chemistry that drives blue-green staining from copper.
The number that is not a safety threshold
EPA sets the Maximum Contaminant Level Goal for lead at zero, and says why in one sentence: “there is no safe level of exposure to lead.”
So the 10 µg/L action level is not a line below which water is established as safe. It is the point at which a system must act. Read any “meets EPA standards” statement about lead with that distinction intact.
Exposure share matters when deciding how hard to treat. EPA estimates drinking water is 20 percent or more of total lead exposure — but for infants fed mostly on mixed formula, 40 to 60 percent. That single figure is why formula preparation is the strongest case for point-of-use treatment in this entire guide.

Choose point-of-use filtration if
- The inventory shows a lead service line, or lists your line as unknown.
- Your home predates 1986 and has original fixtures or solder.
- An infant in the house is fed on mixed formula. EPA puts water at 40 to 60 percent of that infant’s lead exposure.
- The model carries an NSF/ANSI 53 claim for lead specifically, not a general filtration badge.
Choose to contact your utility first if
- You do not know your service line material. The inventory is required to be public and costs nothing to consult.
- Your system has exceeded the action level more than once. It is then required to make certified lead filters available to all consumers.
- You want to know where your address sits in the ten-year replacement plan.
Choose to test before acting if
- There is no lead service line but the plumbing is old, so brass and solder are the open question.
- You need a number for your own tap rather than a system-wide compliance figure. Draw first-draw water from the tap you actually drink from.
Mistakes that cost the most money
Reading “meets EPA standards” as lead-free. The action level is a utility trigger. The health goal is zero, and EPA says no exposure level is safe.
Trusting “lead free” on a fixture. It permits 0.25 percent by weighted average. It is a compliance label, not a statement that no lead is present.
Assuming an unknown line is a safe line. Inventories record what the utility knows. Unknown means unidentified, not cleared.
Buying a whole-house system for lead. Lead is picked up in the service line and household plumbing, which sits downstream of where a whole-house unit is installed. Point-of-use at the tap you drink from is the treated route.
Filtering hot water. Hot water dissolves more lead and most filters are not rated for it. Use cold for drinking and cooking, and for formula.
Assuming the utility’s sample represents your tap. Compliance sampling is system-wide at selected sites. It is not a reading for your house.
Three situations, and what changes
Pre-1986 home in an older city. Highest prior probability of a lead service line. Start at the inventory, filter at the tap while you wait, and hold the utility to the replacement timeline.
Newer home, older fixtures. No service line risk, but brass and solder remain. A first-draw test at the kitchen tap answers it, because that is the water that sat against the fixture overnight.
Household with an infant on formula. The exposure share changes the maths entirely. EPA puts formula-fed infants at 40 to 60 percent of lead exposure from water, so treat that tap before establishing anything else.
The objections worth answering
“Our water report says lead is fine.” Compliance sampling is taken at selected sites across a system and reported as system performance. It is not a measurement of your tap, and the action level it is judged against is not a safety threshold.
“The city says they will replace the line eventually.” Ten years is the outer bound for most systems. Filtering at the tap covers the interval, and the inventory tells you where you sit in the queue.
“Won’t running the tap clear it?” Flushing reduces water that has been standing, which is why the rule samples the fifth litre as well as the first. It is a mitigation, not a treatment, and it does not address the pipe.
