Most of the answer is already free
On a public water system the expensive mistake is paying for a broad panel before reading a document you are legally entitled to.
EPA requires community water systems to deliver a Consumer Confidence Report by July 1 each year, naming the source, the regulated contaminants detected and the health effects of anything found in violation.
And beyond that report, EPA notes that “many public water authorities have websites that include data on drinking water quality, including results of lead testing”, and calls your local water authority “always your first source for testing and identifying lead contamination in your tap water.”

So the first two steps cost nothing: read the report, then check whether your utility publishes more.
What no utility sample can reach
One thing, and it is the thing worth paying for: your own plumbing.
EPA states that where a home has a lead service line, “these pipes are typically the most significant source of lead in the water”, and attributes copper to “corrosion of household plumbing systems”. Both sit downstream of every sample a utility takes.
A compliant system-wide result is a statement about the distribution system. It is not a measurement of your kitchen tap, and no amount of reading the report will make it one.

What to test, and what it costs
A short list, not a panel.

On lead, EPA is direct: “Since you cannot see, taste, or smell lead dissolved in water, testing is the only sure way of telling whether there are harmful quantities of lead in your drinking water.” It puts the cost at $20 to $100 and says “a list of certified laboratories are available from your state or local drinking water authority.”
On manganese, Minnesota Department of Health states the only way to know the level is to contact your public water system or have the tap tested — and its health guidance is not something a utility is obliged to meet.

Ask before you pay
One phone call can change what you buy.
EPA advises contacting your supplier because “they may have useful information, including whether the service connector used in your home or area is made of lead”, and separately for local flushing recommendations.
If the answer is that you have a lead service line, EPA states it is typically the most significant source, and the testing question becomes a treatment question quickly.
What to do while you wait
EPA’s interim measures, and three of them cost nothing.
Use cold water only for drinking, cooking and making baby formula. And plainly: “boiling water does not remove lead from water.” Boiling addresses microbes, not metals.
Flush before drinking. “The more time water has been sitting in pipes, the more lead it may contain.” EPA gives no universal duration — it depends on whether you have a lead service line and how long it is — and directs you to the utility for a local recommendation.
Clean the aerator. Sediment, debris and lead particles collect in the faucet screen, and “if lead particles are caught in the aerator, lead can get into your water.”
If you filter, filter properly. Use one certified to remove lead, replace the cartridge on schedule because an expired one is less effective, and do not run hot water through the filter.

The decision framework
1. Read the free document before spending
Every regulated contaminant your utility detected is in it, with the level found. Most testing questions end here.
2. Test only what the report structurally cannot show
That is your plumbing. Lead and copper, and manganese where you see black or brown staining.
Testing for chlorine, fluoride, nitrate or byproducts on a public supply duplicates measurement your utility already performs and publishes.
3. Use a certified laboratory, sourced properly
EPA points to the state or local drinking water authority for the list. A result from an uncertified source is not something any treatment decision should rest on.
4. Let the result choose the product, not the reverse
Every roster on this site starts from a number. Without one you are matching a filter to a worry rather than to a measurement.

Choose to test if
- Your home may have a lead service line or lead solder, which EPA says is more likely in older cities and homes built before 1986.
- You see staining that suggests copper or manganese.
- An infant drinks the water, where the applicable thresholds are stricter.
Choose to read rather than test if
- You want to know about chlorine, fluoride, nitrate, byproducts or any other regulated contaminant. Your utility measured it and must publish it.
Choose to do neither if
- The report shows nothing above a limit, you have no staining, no lead service line and no infant. There is no measurement left that would change a decision.
Mistakes that cost the most money
Buying a broad panel on a public supply. Most of it duplicates what the utility already publishes annually for free.
Testing before asking the utility. They may already know whether your service line is lead, which changes what the test is for.
Treating a compliant report as a measurement of your tap. It is a measurement of the system, upstream of the plumbing that contributes lead and copper.
Boiling. EPA states boiling does not remove lead. It concentrates metals, as it does nitrate.
Running hot water through a filter. EPA says not to, and an expired cartridge is less effective than a fresh one.
Using an uncertified laboratory. EPA points to the state or local drinking water authority for a certified list, and a treatment decision is only as good as the number under it.
Three situations, and what changes
A 1960s house, city water, no visible problem. The most common case worth a test. EPA puts lead pipes as more likely in older cities and homes built before 1986, and lead gives no sensory warning at all. One lead test at $20 to $100 settles it.
A new build with a clean report. Little to gain. The regulated contaminants are published, the plumbing is modern, and there is no sensory sign pointing at anything.
A utility notice about lead service line replacement. The testing question has largely been answered for you. Ask about flushing recommendations and about whether the utility provides filters during replacement, and fit a certified lead filter for the interval.
The objections worth answering
“Surely more testing is always better.” It is more expensive, and on a public supply most of the panel is already measured and published. Spending where the utility cannot see is what makes a test worth paying for.
“My utility would tell me if there were a problem.” It reports the system’s results and must notify you of violations. It does not measure your plumbing, and for manganese it is not obliged to meet a health guidance value at all.
“I will just fit a filter and skip the test.” Then you are choosing a claim without a number. Every certified claim on this site is matched to a measured figure, and several are conditional on one.
“Test kits from a shop are cheaper.” EPA points to certified laboratories via the state or local drinking water authority, and gives the $20 to $100 range for that route.
