A cloudiness number doing a pathogen job
Turbidity looks like the softest line on a water quality report. It measures how cloudy the water is, in nephelometric turbidity units, and cloudiness sounds aesthetic.
It is not being used that way.
EPA tightened the standards for conventional and direct filtration expressly to address one organism:
The IESWTR and LT1ESWTR created more stringent CFE turbidity standards and established a new IFE turbidity monitoring requirement to address Cryptosporidium. These new turbidity standards assure conventional and direct filtration systems will be able to provide 2-log Cryptosporidium removal.
So turbidity is the continuous instrument standing in for a pathogen nobody can measure continuously.

The numbers, and how far they moved

The maximum dropped by a factor of five. Exceed it and the system must contact the state within 24 hours.
Combined filter effluent is measured at least every four hours, which a state may reduce to once daily for systems serving fewer than 500 people.
The averaging problem EPA designed around
This is the part worth understanding, because it is a rare case of a regulator naming the weakness in its own headline measure.
The CFE turbidity results may mask the performance of an individual filter since the individual filter may have a turbidity spike of a short duration not detected by 4 hours CFE readings… The performance of each individual filter is critical to controlling pathogen breakthrough.
A plant runs several filters and the combined reading is their blended output. One filter breaking through briefly can disappear into that average.
So EPA requires individual filter effluent monitored continuously, every 15 minutes. Systems with two or fewer filters may monitor the combined effluent continuously instead.
Four hours against fifteen minutes is the difference between a number that can hide an event and one that cannot.
What a compliant figure does and does not mean
It means filtration is performing. That is a real and continuous assurance, and more than most report lines offer.
It does not mean no Cryptosporidium. Turbidity is a proxy. EPA sets the health goal for Cryptosporidium and Giardia at zero and regulates them by treatment technique rather than by a measured limit at your tap.

And it says nothing about anything chemical. A plant can hold 0.1 NTU and still report lead, byproducts or nitrate.
Cloudy water at your tap is a different question
The figure on your report was measured at the plant. Your tap sits at the end of a distribution system.
Cloudiness that clears from the bottom upward after standing is usually dissolved air coming out of solution — common after mains work or in cold weather, and not turbidity in the regulatory sense.
Cloudiness that persists is worth raising with the utility, and worth separating from staining, which points at iron or manganese instead.

Where turbidity matters to a household
Two places, and neither is the report figure.
Before UV. A lamp cannot irradiate through suspended solids. Water entering a UV unit must be clear and free of sediment so that organisms are not shadowed. That is the single most consequential turbidity fact for anyone treating their own water.
Before a cyst claim. EPA and CDC name an absolute one micron rating for Cryptosporidium, and a filter loaded with sediment clogs faster and is replaced sooner.
The household claim, and what it is not
NSF listings held 290 distinct models with a turbidity reduction claim under NSF/ANSI 53 on 2026-09-10, across 32 companies — mostly plumbed-in at 154, with 53 refrigerator filters and 48 plumbed-in to a separate tap.
That is a clarity claim on a point-of-use product. It shares a name with the plant-scale standards and nothing else: the standards are a continuous performance check on a filtration plant, and the claim is a tested reduction on one household unit.

The decision framework
1. Read the report figure as a filtration check
If it is compliant, filtration is performing and the pathogen proxy is holding. That closes the question for most households.
If the report notes an exceedance, the system had to contact the state within 24 hours, and the report should say what followed.
2. Separate plant turbidity from tap cloudiness
They are different measurements at different points. Air clears from the bottom up; sediment settles; staining is a different contaminant entirely.
3. Treat turbidity as a prerequisite, not a target
If you are fitting UV, clarity comes first because the lamp cannot work through solids. If you are fitting a cyst filter, sediment shortens its life.
4. Do not buy a turbidity claim to fix a report figure
The report figure is a plant measurement. A household turbidity claim changes what comes out of one tap and nothing about the plant.

Choose sediment pre-filtration if
- You are fitting UV, where suspended solids shadow organisms from the lamp.
- You are fitting a cyst or carbon filter and want its rated life to be realistic.
Choose to raise it with the utility if
- Tap cloudiness persists after standing, which is not dissolved air and not the plant figure.
Choose to do nothing if
- The report figure is compliant and your tap is clear. The proxy is doing its job and there is nothing a household purchase would improve.
Mistakes that cost the most money
Reading turbidity as an appearance standard. EPA tightened it to address Cryptosporidium and says so directly.
Reading a compliant figure as proof of no pathogen. It is a proxy for filtration performance, and the health goal for Cryptosporidium is zero.
Buying a household turbidity claim because of a report figure. The figure is a plant measurement; the claim treats one tap.
Fitting UV without dealing with clarity. Suspended solids shadow organisms and the lamp still shows a green light.
Confusing cloudiness with staining. Air clears from the bottom up; brown or black staining is iron or manganese.
Assuming a low turbidity figure covers chemistry. It says nothing about lead, byproducts or nitrate.
Three situations, and what changes
A compliant report and clear water. The common case, and the correct response is none. The value of the figure is that it was measured continuously rather than annually.
A report noting a turbidity exceedance. The system had 24 hours to contact the state. The report should describe what happened and what was done, and that narrative is more informative than the number.
Newly cloudy water after mains work. Let a glass stand. Clearing from the bottom upward is dissolved air. Persisting or settling sediment is worth a call, and the plant figure will not reflect it either way.
The objections worth answering
“Turbidity is just how it looks.” At a tap, largely. At a plant it is the continuous instrument EPA relies on to confirm filtration is removing Cryptosporidium, and the limits were tightened for that reason.
“My system reports 0.05 NTU, so the water is clean.” It means filtration is performing well against the proxy. It says nothing about lead, disinfection byproducts or anything else chemical.
“Why monitor individual filters if the combined figure passes?” Because EPA says the combined figure can mask a short spike on one filter, and that each filter’s performance is critical to controlling pathogen breakthrough.
“Is a turbidity-certified filter worth buying?” For clarity at a tap, possibly. Not as a response to a report figure, which measures somewhere else entirely.
